Minute of the 1st meeting of ISESS Executive Committee The 1st meeting of International Society of Endoscopic Spine Surgery (ISESS) Executive Committee was held in V-Continent Beijing Parkview Wuzhou Hotel, Beijing, China on June 17, 2016.
20 eminent endoscopic spine surgeons from 10 countries and districts attended this meeting. They were Kaixuan Liu (America), Said Osman (America), Eduardo Barreto (Brazil), Shuxun Hou (China), Limin Rong (China), Yue Zhou (China), Zhenzhou Li (China), Stefan Heillinger (Germany), Dirk Gothel (Germany), Fujio Ito (Japan), Masatsune Yamagata (Japan), Gun Choi (Korea), Jin-Sung Kim (Korea), Chi Heon Kim (Korea), Jayaswal Arvind (India), Shaoke Xu (Taiwan, China), Jianming Chen (Taiwan, China), Kuansongtham Verapan (Thailand), Karaeminogullari Oguz (Turkey) and Ismail Gokyar (Turkey).
Initiator, Professor Kai-xuan LIU, authorizes professor Shu-xun HOU to preside over the meeting. Experts around the world had in-depth discussions and reached the following consensuses:
1. Establishment of International Society of Endoscopic Spine Surgery (ISESS) is a matter of great urgency. ISESS should be designed to improve diagnoses of spinal conditions, improve surgeon’s knowledge, competence, and performance, lead the development of advanced spine technologies, and inform the public. The organization exists to promote the development of spinal endoscopic spine surgery that is free of institutional, governmental, industry or individual biases.
2. Endoscopic spine surgery should include full-endoscopic procedures and endoscope assisted procedures used for spine diseases. Endoscopes used for spine surgery include rigid endoscope (microendoscope, full-endoscope), soft flexible endoscope (endoscope, epiduroscope) and other endoscopes (thoracoscope, laparoscope, arthroscope etc.). Endoscopic spine surgeons may be spine surgeons, neurosurgeons or physicians for pain management.
3. To establish the Executive Committee of ISESS, and it will include representatives from participating countries of ISESS. Participating countries of this meeting as initiators recommended Professor Shu-xun HOU (China) to be the president of the first Executive Committee.
4. The Executive Committee will decide all major issues related to the ISESS. All members of the Executive Committee have the same rights. All proposals will be passed only if more than half the members approve.
5. Professor Shu-xun Hou is entrusted to host the 1st International Conference of Endoscopic Spine Surgery , Nov.30-Dec.2, 2017, Guangzhou, China. All member states should actively support the conference and organize their domestic doctors to submit papers and register to attend the conference.
6. Along with the 1st International Conference of Endoscopic Spine Surgery, the second Executive Committee meeting will be held. Formal regulations and bylaws of the Executive Committee will be passed. Before that, the president of the Executive Committee will seek for opinions from all members to reach a consensus.
Participants signed on the " International Society of Endoscopic Spine Surgery (ISESS), the first Conference of the Executive Committee, Conference Resolution". The draft of by-law of ISESS Executive Committee will be submitted and discussed by all the board members of ISESS Executive Committee and approved before the 1st academic conference to be held.
All the executive board members will be encouraged to nominate outstanding endoscopic spine surgeons in their countries or districts to be board members of ISESS. All the executive board members and board members should attend the 1st academic conference of ISESS.
